Sorry to say I can't remember - it was probably 10 years ago that I did it. Basically opened up another CIS unit, extracted a few shims and tossed them in there in egregious violation of the scientific method :^) I'm gonna guess that I put in about 0.040" worth...? It didn't take much.
Bear in mind my comment was mostly directed to Todd's question of "how can you get to 18 psi". Increasing the line pressure will increase the max. amount of boost the system will tolerate, but I don't know that it will help with transient issues. You may be better off looking at all those relays and other doodads they added to the basic CIS system. They can make it hell to troubleshoot! One suggestion: once the car's started, disconnect the cold-start injector and go for a drive - see if it makes any difference.
