If the MBC's bleed orifice was restricted or blocked the boost would decrease, not go up. So thats not the problem.
If the ball-spring-seat has some crud in it, or if there is a restriction orifice upstream of the ball-seat, then that could increase boost. If there is a split developing in the end of the hose on the MBC or actuator hose barbs, then that would increase the boost. If you used the hose supplied and stretched it to fit the large hose barb on the actuator, then I would not be surprised at all if that happened. Check the MBC to see if any of the threaded joints in the body are loose.
The CEL will only flash codes if the ignition is turned on, and you wait for a bit without cranking the engine.
Check for resistance from the O2 sensor bodies to ground.
The bleed orifice end of the MBC goes to the actuator. The MBC is basically a one way valve before it gets modified. If you had it backwards the boost would be uncontrolled and high all of the time.
