I see your point

I do understand your point.... but let's look at the realities of commuting. I drive 30-50K/year in Massachusetts that still has six-lane intestate highways with 55mph soeed limits in some locations. Like many other states, Massachusetts' Local and State law enforcements officers use sophisticated monitoring equipment (Laser, etc.) - that is not owned, but "provided" by the manufacturers in a cost share arrangement in which a minimum number of tickets must be written each month to cover the cost of the machines.
Now, the morning traffic moves between 70-80 mph. I am usually in the middle or "slow" lane that is poking along at 70 (at 5:00am!). There are few options - short of the powerlines at the side of the road - I guess I could commute on my mountain bike...
I am at high risk because I am now traveling at 15 mph over the limit and am very likely to be part of the revenue enhancement scheme if I don't have some fair warning - my VR1 has saved by bacon so many times, I have lost count.
Don't get me wrong - I am a strong proponent of safe driving and stiff penalties for idiot behavior (DUI, rapid lane changes, tail gaiting, failure to signal, etc.) - "radar traps" are not about safe driving - they are about revenue generation. Catching the above acts requires that law enforcement officers be on the move - not stationary.
Safe and rational motoring to all,
Eric
