By eliminating the pcv system, you effectively increase manifold vac.
It also will increase intercooler efficiency by keeping oil fumes out of the turbo intake pipe, where the vent while the engine is under boost.
As to cooling, it would seem to make more sense to be continuously be drawing air rather than just an open vent.
I had this type of crankcase vent on a 48 Chevy panel I owned when I was 20 yrs old. I tried it on my Saab. It just make a mess, oil film around the breather and around the dipstick.
If you want to control vaccuum, a traditional pcv valve in the large vent tube, installed backwards, will restrict the vac loss, while controlling fumes when under boost. As to fumes in the intercooler, it's alot easier to clean the intercooler every couple of years than to clean the engine all the time. Plus, I can't imagine the slight loss of efficiency would even be noticeable for most street applications.
And on top of everything else, PCV is the RIGHT thing to do.
