I am wondering about your RRFPR recordings now. You mention at 15 PSI, you are at 67 PSI of fuel pressure while at 6000 RPM and 26 PSI you are making 65 PSI of fuel pressure, all with an RRFPR. Was the 15 PSI run recorded at 6k RPM as well? This makes me assume that the RRFPR is doing the same job as the boost-a-pump voltage stepup device at high levels of boost as your rail pressure only dropped by 2 PSI. Makes me think that the RRFPR is beneficial in this scenario as a 1:1 regulator is assumed to drop pressure significantly as volume demands go up. Please explain.
Perhaps I should try the 24lb/hr injectors with an RRFPR again? Although from a calibration perspective I have a bit more control with an adjustable FPR. Maybe the best solution is to go back to the 30's and call it a day...Oh the possibilities.
Currently my distributor is advanced to approximately 20-21 deg BTDC.
Mods:
8.5:1 CR pistons, 1st overbore
2.1l head ported, blended, and matched (LESCO), 3 angle valve cuts
2.1l manifold
'94 9000t 2.3 clutch/flywheel lightened/balanced assy (yes it was a bear to fit, thanks Dave K)

stock mech retard actuator tuned to 2.5 deg initial retard
Dawes Device for MSD
24lb/hr injerctors (also have 30's in the arsenal)
1:1 adjustable FPR (also have RRFPR, non adjustable)
Garrett T3 w/ Cosworth compressor/turbine
Alcohol injection kit (with logic)
intercooler fan (yours)
aftermarket intake kit
Group 9 performance exhaust, turbo back (what a beautiful piece of work)
Eric's Stage II APC box
Viggen BOV
18PSI wastegate actuator
stage II Crower style cams
overbored throttle body (ACM delete)
AMM adjustable Pot in dash
2.1l fuel rail
