I believe it's the ECU, or maybe "momentum" from the turbo. While it may be better to keep the revs up a little for performance, especially on the track, I find it very annoying on the street.
Traditional knowledge says closing the throttle fast is bad from an emissions standpoint, it creates a lean condition in the cylinders, which increases emissions.
The slow de-revving makes it difficult to shift smoothly. To compensate, I adjust my shifting method a bit, instead of lifting the throttle and disengaging the clutch at the same time, I lift off the throttle a bit earlier, then hit the clutch. Seems to work pretty good, but I wish the ECU would just drop the revs at my command. BTW, I have an Abbott ECU upgrade on my Vig, I guess the stock ECU does the same thing.
