Cliff,
I welded the additional bar in front of the original bar with the sway bar bolted to the car. The bar is held in the proper position and a lot less work than removing, setting up a jig, welding and then reinstalling.
I welded it with a mig welder. I recently picked up a Lincoln welder and a tig outfit. I used the tig to modify the transition piece on the 3" to 2 1/2" exhaust system that I installed yesterday. The weld is at the 9 1/2" mark on the rule.
I may remove it at some point to have it either painted or powder coated.
