I like your term "By most criteria, it has already failed." :) If the bolt is soft (ductile) enough, the top of the stress - strain curve is well rounded and has some room for this yield stuff. Once you get over the top of the curve it is all down hill.
Anders picture shows 3 bolts, one is the old non yield type, another is yield type, but is unclear which type the third one is. I suspect it is yield type also. Would be nice to know when you pull one out.
