That's not necessarily the reason why grip is decreased. A tire has a spring rate. Increasing tire pressure increases its rate, which, in turn, increases weight transfer. The increased weight transfer decreases (yes, decreases) the tire's grip. You can easily feel a tire's rate by swapping out yer gumball-grippy 50-series Super Turbo Stickums with some plush 65 or 70 series touring tires. Or you could just bump up PSI on whatever you run and feel the difference.
You can achieve the same breakaway effect (assuming we're talking about getting a FWD to rotate) by using lower pressures, too. Lower pressure tires will break because of decreased tire patch as a result of excessive sidewall roll. Lower PSI is more predictable than higher.
From what I've read, radials don't really round out like bias-ply tires.
