The only EGR system I've seen on a Saab engine is on the 8 valve, and the exhaust source comes from cylinder #2 (second from firewall), specifically a channel running through the head beginning at the #2 exhaust valve bowl and exiting through the top of the intake manifold. That channel is there regardless if the engine is equipped with an EGR system or not. Some intake manifolds have the holes tapped for the piping connections, some don't. Manifolds with tapped holes installed on a car not requiring an EGR system are plugged.
I've never seen an EGR system on a 16V engine, so I don't know where the piping is connected. You're suggesting it's connected at the exhaust manifold just before the turbo, where there's a plugged hole. However, I question the need for a restriction there to keep the EGR piping from overpressurizing since the EGR valve is open and drawing exhaust gas only under a vacuum condition inside the intake manifold. Soon as vacuum disappears it closes shut and no boost pressure will open it. Then again, maybe it was determined by engineers that an obstruction was necessary there to keep too much exhaust gas from "saturating" the intake manifold when the valve was open. If that's the case, then for those without an EGR system, the manifold obstruction is completely unnecessary.
