These are good questions for such a modification. Personally I don't think that you could possibly make these wimpy control arms any weaker by adding metal, but a thorough process would definitely involve some sort of stress-relief after welding. Think as if you were selling these as a company...for liability reasons you could not sell what you just made, unless you took every opportunity to make them failsafe.
I've never heard of a a c900 upper A-Arm breaking, so this must be a preventative and/or performance measure. But the lower arms break all the time with age, so this must be addressed.
My main concern is that the plating has been added only up to the point where the lower control arms normally break. So the leg of the "A" is even stronger than before, but the actual break point is un-reinforced. This makes a discontinuity called a stress riser that is definitely BAD. Look here at my A-Arm and you will see that a slight extension of your plating would cover the break area completely without introducing any additional stress risers (other than weld stresses). The break area is circled in blue.
