I think that there are 3 heat areas to look at:
1) coolant temp: this is the temp of the cylinder head and block water jacket. Your cooling system should be able to keep this within normal specifications no matter what the ambient conditions (i.e. 100F+).
2) intake air temp: more boost equals higher IAT, which hurts power by making air less dense and increases chance of pinging/knocking. We all know that a bigger/more efficient IC and water injection are the normal solutions here. Without other changes, IAT will surely go up with stock turbo and a "chip".
3) exhaust temp: this could be what your mechanic is thinking of. With a stock (ie. too small) turbo running hard, you will get super high EGT and EG pressures. A bigger downpipe will help but really the turbine should be bigger...resized for higher continuous flow to relieve some of the EGT and EG pressure. Without other changes, EGT will surely go up with stock turbo and a "chip".
And of course there is motor oil temp, and transmission oil temp, but those aren't really performance related because they should be fine even in ambient temps over 100F.
