an o2 should be able to hit at least .85V on top & at least .15V on the bottom & you should be able to snap it from bottom to top within 80MS using a fast graphing DMM or labscope
if the o2 readings are low & milage is bad that is more likeley the problem
I have no idea why it would change with the heater unpluged it should almost work in reverse of your findings
your HG may just be starting to fail that is the only time Ive ever seen or heard of green tinge on a plug
