Thanks for the information, Eric. One thing I maybe did not make clear enough in my original post is that I cannot remove the speedometer and the gauge cluster from the dash without disconnecting the speedometer cable end from the gearbox...there is not enough cable slack to pull the cluster out and disconnect it from the back of the speedometer. I'm not sure why the cable is that short because from reading here it sounded like there was supposed to be extra slack to allow that. Perhaps some time in the past the original speedometer cable was replaced with another one that was shorter because a matching original could not be found?
Anyway, I will disconnect the cable from the gearbox and check the condition of the cable end and also try spinning it to see if it drives the the speedometer needle at all. My concern is that because the cable is has very little slack between the gearbox and the speedometer itself, that it may be pulling one end or the other loose from their connections (inside the speedometer or from the plastic drive gear in the gearbox). If the inner cable is broken, I suppose I could get some universal inner cable, cut it to length and feed back through the outer cable sheath, but then the overall cable is still short with little slack so that may be putting strain on the cable....more than there should be.
I guess I won't know for sure until I start checking it out at the gearbox end. Doing some more internet searches, it looks like Saab was sourcing speedometer cables from Gemo in the late '70s. Not sure if they used Gemo in '71 for the Sonett IIIs. I found some pictures of Gemo speedometer cable for the classic 900 that look to have the same connectors on the end, but it was not clear how long the cable was.
