I've cleaned two gas tanks ..in a sonett and 96. Both are easily removed.
You must remove them and take them to your nearest radiator shop. Most
radiator shops in the US can clean your tank by acid dipping. They
will take off all the sludge on the inside and outside paint. If
your tank is ok(no holes), just paint the outside (leave inside bare
metal exposed) and get it in the car fill it up before the inside
starts forming rust.
You can get the acid etch and plastic liner from jc whitney and eastwood(
eastwoodco.com)but I wouldn't use it. I have heard that the liner may
deteriorate and clog the fuel system. Also a rad shop will usually
clean it until bare metal is exposed. I was told by the radiator shop
I went to that last one was dipped twice (it had been sitting for
7 years)
