I used to run my 96 rally car to around 6500RPM with no apparent harm. I just kept revving until it seemed to not be producing more horsepower. This was caused by the valves floating which as you say, can be cured with stronger springs. I don't ever recall a valve hitting the top of a piston. The rev limit is set by the manufacturer in a desire to get long engine life. From the viewpoint of an engineer, the rev limit is that point that the valves do not have time to close before the cam is trying to push them open again. This can cause the valve to hit the top of the piston and if that doesn't happen, it does cause accellerated wear on the camshaft, pushrods and rocker arms.
