Richard, I have the Weber 34 ICH (with manual choke) on my Jack Ashcraft-rebuilt engine (done in early 2000s, only 600 miles on it so far) and my warm weather starting routine (with a cold engine) is to pump the throttle twice before I engage the starter. Works instantly every time! The acceleration pump puts a couple of squirts of raw gas into the intake manifold which is all my engine needs. Not sure if you are doing this.
I also had a problem with the fuel in the carb bowl evaporating out after sitting without cranking over one 4 month winter. Car would not start no matter what. After removing the top plate of the carb, I could see no gas in the bowl and on top of that, the float needle was stuck closed. This is not your problem, I know, but just thrown in as an interesting (?) story!
Also, I have corresponded with Mark A regarding final tuning of my carb and he has always been quite available and helpful. My Weber is not tuned in yet (my idle jet is a 70, should be around a 50, and my idle speed screw to is too far in) but we finally decided I simply need to put more miles on the engine to get it fully broken in before I can go further with carb tuning.
You can find Weber tuning guides online by simply googling "weber 34 ich tuning" or "weber 34 ict tuning". Good luck!
