This is definitely a connection for the distributor's vacuum advance, but how it connects depends on which distributor you have. Your car looks from the pictures like a 1974, so if it has the original distributor, there will be TWO vacuum inlets on the vacuum advance unit. The vacuum port on the carburetor body (the one you described) should connect to the OUTER port (the one on the side away from the distributor body.) There also should be an intermediate flange beneath the carburetor, which should have its own vacuum port; this should connect to the INNER port on the distributor chamber (the one facing toward the distributor body.)
If your car has a single-vacuum distributor, there will be a vacuum port only on the outer side of the vacuum chamber. If that's the case, connect it to the port on the carb body (the one you described) and put a cap on the one on the intermediate plate.
You may as well look around and see if there are any other uncapped vacuum ports on the carb or intermediate plate. Any unconnected vacuum lines will allow extra air into the engine, allowing it to run 'way too lean at idle. If turning the idle mixture screw doesn't have any effect on idle quality, it's often a good sign that you've got a vacuum leak somewhere.
Looks like a nice car from what I can see -- especially for free! The body, bumpers, grille, etc., are MUCH nicer than the ones on my '74 Sonett. If it's not horribly rusty underneath, you could be well on your way to a really nice car! Good luck and have fun...
