The headlights take a firm pull, but you should still be able to work them with one hand without unusual effort. It sounds as if yours are dragging so much that they sheared the bolt that connects the pullrod to the bellcrank! (The pullrod is the long tube that runs from the headlight mechanism to the handle inside the car. The bellcrank is the arm that sticks downward inside the nose and connects to the pullrod.)
Two possible reasons for the extra friction:
-- There are supposed to be plastic bushings in the nose of the car; the rod that rotates the headlight pods rotates within them. Over time it's not unusual for these bushings to wear out, which makes it hard to turn the rod. I haven't had any luck finding original-type bushings as replacements; instead I got a sheet of nylon and drilled it with a hole saw to make my own bushings. (This is a pretty good way to ruin a hole saw -- the plastic melts onto it -- so use a cheap one!)
-- The tips of the headlight pods can drag against the pockets in the nose into which the headlights retract. Look for signs of paint wear on the pods as a clue. Again, this is usually caused by worn bushings that don't hold the pods in the correct alignment.
