Dash lights and turn signals. I think you have a wire crossed. I'm pretty sure that the turnsignals should not work with the key off.
Also, when there is a problem in the wiring...like a burned out bulb, the flasher in the instrument console is supposed to stick steady on. The flashers will still work, but you'll see a steady on indication in the dash. If you are getting a blinking dash, but the rear signals are not signaling, then the rear signals aren't even remotely in the right loop.
I think your dash lights may be part of what I suspect is total wiring SNAFU. Looking at my wiring diagram (same as you got) I would check that the connections on the back of the turn signal stalk, and hazard switch are correct. 49A and 49B should both branch at the back of the turn signal switch and hazard switch. One branch goes to the rear and one goes to the front. 49A is the left signal and 49 b is the right (as seated in the driver's seat). If all four blink when you have the hazards on, then the problem is at the turn signal stalk.
Why they are on when the key is off, but off when the key is on, troubles me. Are the other lights the same, ie headlights, tail lights, reverse lights, etc? None of those should be on when the key is off.
I suppose it could also be wires chafed through or rusty connectors. I had quite a few wires break at the connector...but because you have some weird systemic issues, I'm leaning towards some mixed up wires.
