I live in Arizona where the sun shines 375 days a year (yeah, more than even
possible) and the LAST thing I need is more light during the day. I'm smart
enuff to turn them on when it's dusk, raining, night-time, etc. On my 2002
9-3 SE there was a separate fuse in the fuse box JUST for the DTRL's. I
pulled that and now they don't come on when I start the car. Perhaps they
kept the same option in the new 9-3 design?

Check the owners manual for the fuse labels -- and good luck.
