For a quick summary of the documentation of the effectiveness of DRL's,
check this site (http://www.highwaysafety.org/safety_facts/qanda/drl.htm).

A summary of the studies done by the Institute of Road Safety Research of
the Netherlands noted that 24 independent studies have shown the
effectiveness of DRL's. Such a body of literature strongly supports the
conclusion that DRL's are effective in preventing crashes.

For my money, the 'inconvenience' of always having the lights on is very,
very minor compared to the safety benefits and the convenience of knowing
that my lights will turn off with the ignition - no drained batteries. From
my own personal experience, it is far easier to see oncoming cars with their
headlights on and passing is much safer. Moreover, I have seen far too many
brain dead oafs driving with no headlights in mist, fog and in twilight.
DRL's should be mandatory for all all cars, period.
