go to your local auto paint suply shop and find a product called Rust Mort.
After you sand the spot apply rust mort a few times. it converts the remaining
rust chemically, its an acid but I dont remember which one, the spot shoud
turn black where rust was remaining. then prime and paint, rust shoud not
