rust spots [saabnet.com]

Question to post to the list: I've got a classic 900 with a few rust spots of minimal to moderate size, and several very small rust spots. I realize this is a question that could pertain to any car, but what's the best way to take care of them? I know I can pick up some touch-up spray paint. Do I simply have to sand away the rust and start spraying? I know this won't look very good, but I suppose it's better than rust. Do I need to use primer?
