Try replacing the temperature sender switch. This will turn the fans on much earlier. Very cheap item to replace, 3 min job, and standard procedure here in Australia where it gets way hotter than 100F! Power flushes can help, but radiator may need stripping if blocked/corroded etc... Depends on your mileage and maintenance.
