Actually, the only thing that retracts the pads is the elasticity in the
piston seals. However, if the pedal does not fully retract, then the master
piston won't open the return ports and the pressure stays in the brake
lines, preventing the retraction. Also, I've seen lines that collapse
internally and act as a sort of one way valve preventing the retraction.
