clicking/buzzing noise

My '91 9000T has started to give me a very strange noise. It only happens when the engine is cold or cool, but not once it is totally warmed up. It occurs as the boost indicator first starts to show boost, and is a clicking or chattering sound that increases in frequency as the boost increases until it is a low pitched howl at full boost. I have disconnected the boost control solenoid, but still get the noise although it never gets to as high a freq, since the boost is limited to base levels. I have looked for leaks on the pressure side of the inlet plumbing to no avail. Could the fuel rail dampner cause this type of noise if it failed?
It is driving me nuts - any ideas?
