Replacement of the chain only is probably worth a shot if you can't
find someone to do the job right for a reasonable price. That said, the
$4500 estimate is outrageous. Even at $100 an hour, that's still $2500
for parts, which is WAY out of line. Get a second opinion. Even buying
from the Saab dealer, it shouldn't cost more than $800 for parts. Why
do they want to remove the cylinder head? Replacing the gasket at 213k
is probably not a bad idea, but doesn't sound like it's strictly
necessary. For the price you were quoted, you could probably have the
engine rebuilt.
