There is a thermoswitch that operates one (or both) of the fans, depending on
the year of the car. Changing that switch should resolve your problem, assuming
the fan itself is OK.

Some of us rig a relay and switch to bypass the thermoswitch when
desired/needed. The howto depends on the tear, because the wiring/relay scheme
changed a couple times.
