If the 'chipped' area looks like a flat spot on the edge, and is about as long as a brake pad is wide, then it IS intentional.
When new rotors are first installed, this indentaion doesn't do diddly.
However, after your first set of pads are used up on these new rotors (or your first set of Metalmasters after 6 years), there will be a 'lip' around the curcunference of the rotor that will make it difficult to remove the pads. This lip will NOT be present at the indented area. You will appreciate being able to turn the rotor until this area lines up with the pad, making removal a snap.
