Initally it was a safety feature because dash mounted keys were extremely dangerous in crashes.
Then it became a security feature because the console mounted key was actually attached directly to the transmission case to prevent theft.
Then it became a branding issue because people were accustomed to the key being located there.
I don't eat or drink in my cars (someone invented restaurants for that sort of thing) so I never have a problem with spilled liquids or crumbs in the ignition cylinder.
