Saab had always intended the key on the 99 to be between the seats. Adding a reverse lock (assuming it wasn't there from the beginning) was relatively trivial. Convincing the Feds, though...
Had Saab already designed the car with a dash-mounted key , I seriously doubt they would have gone through the major redesign of wiring, ignition switch, console, and shifter housing just to be "different" than everyone else. They certainly could have bought from the same company that did the column locks for Volvo, or one of the Germans. That would have been significantly cheaper and easier than moving it all.
As it was, Saab took the unusual move of redesigning the entire dash of the 99 after only a year or two of production. Original 99s had a metal dash not unlike the 95/96. They then changed to the plastic dash that lasted from the early 1970s until 1987, and the end of production of the Saab 90.
