The main reason the ignition switch is on the floor has to do with the ergonomics of starting the car. Safety is another reason (fewer knee injuries). Which came first in the design-thought process is only known to the designers and engineers...
When the 99 was marketed, they touted it as the easy way to start your car. All the necessary controls were within easy reach - Choke, parking brake, gear shift, and now, the key to start the car.
