The fact the bolts stretched at low or different torques is not a problem. The torque is not directly related to the strength of the bolt as much as it is to the surface condition of the threads and lubrication. I know from experience at work that light lubrication can lead to great differences in torque to yield.
The Saab method of tightening is sound and will give a consistant tension regardless of the lubrication of the threads.
