Disagree with your premise. First of all, 16 inch wheels and tires have been standard on all 9-5 cars sold in the US,with the exception of the Aero, which uses 17 inch tires.
Second, checking your tire pressure will allow you to maximize whatever mileage you are currently getting with your 16 inch tires.
Finally, assuming that you currently have a good set of 16 inch wheels and tires,what would it take to get a set of 15 inch alloy wheels and tires? If you are a careful shopper, perhaps 800-1,000 mounted balanced and installed on your car. How many more miles per gallon are you likely to get with them? What does fuel cost? I think you might see where I am going with this.
Why bother, especially since there is absolutely no guarantee that you will even get better mileage.
