New Tires Front vs. Back

After doing some more reading on this subject, I am confused and concerned. Perhaps someone can set me straight.
There's pretty consistent and compelling logic toward putting the new tires on the rear, with the rationale that you'd rather have your front tires break loose first in an extreme situation. I get this, especially having just been in a nasty spinout accident that totaled my 9-3.
On the other hand, if I bought 4 new tires, in time the fronts would be worn more than the rears. As soon as I rotated them, the more worn tires would be in the rear! Doesn't this pose a problem?
I guess the question then is - what is a safely allowable difference between front and rear tread depth? Obviously you don't put brand new tires on front and totally worn ones on the rear. New vs. "Half-worn" is used all the time to demonstrate the safety concept above. But, on a tire that lasts 15-20k miles, we routinely do 5k rotations, which says to me that 25% or 2/32" might be allowable?
Can anyone answer this with authority?
