I'm not sure that a stuck or non-functioning heater valve would generate the symptoms you are seeing. Many folks have reported successfully replacing that troublesome valve with the MacKay hose set, which effectively eliminates the valve, but results in coolant always circulating through the heater core. They have reported no significant loss of heating and cooling function, as most of the heating and cooling is governed by the diversion of the air flow via the blend doors. At most, folks have mentioned a small reduction in cooling efficiency, if that.
Are you experiencing heat (i.e., heated air)? Or is it just "not cooled" ambient air? Are you sure that your A/C compressor is kicking on, and its not an issue with the A/C itself?
