the O2 sensor after the cat is jumping around between .1v and .8v like the pre-cat sensor. Could this mean the sensor is bad? Both sensors measure around 9 ohms; high, but they were hot (actually, this is incorrect, spec is 9 ohms). Is the cat test reliable or could it still be bad? It averages 26 mpg. Just highway, it's 30 mpg. No codes or other symptoms except slight stumble at startup.
