Sometimes throttle bodies can do this. But seems hard to imagine why WOT would be different at higher pressures.
Could bypass valve be failing to stay closed. Yes, was OK before.
Octane+temperature issue? Knock avoidance freaking out in hot weather?
Turbo hose failing at high pressure?
