Can you pinpoint the rust issues? I know the dog legs are a weak point. Mine are decent but not perfect since I spray inhibitor in them. The quarter panels are usually good and mine would be perfect if I had taken the inner liners off the back and treated the area more broadly with inhibitor. I personally find the 9-5-s hold up very well except for these and specific areas like the rear brake line in front of the passenger dog leg (in N/A) which I treat and lower lines in the front like the automatic transmission cooler lines which need regular inhibitor.
