The surface content of organics in a pad changes with use. The pads do change in service. So stating that the pads are 'cured' as recieved is not correct, they are not in a terminal state. And when the new pad surface is organic rich, you can have a serious problem develop from uneven transfer of material to the rotor. This material improves braking by creating an co-heasive friction component, as opposed to purely classic friction.
And the new pads have machined surfaces that are torn up a bit. This surface is soft and makes the brakes feel spongy. Hot bedding in consolodates this surface which improves the feel.
And as stated, new brake pads on new rotor can have dangerously low performance. It is better to deal with that under conditions of your own choosing than a situation on the highway.
Glazing? Sorry, it just does not happen.
And chromated rotors, gold color, need to have the chromate treated areas worn off of the swept surfaces as the brakes do not work well until that is done.
