90 Seat heaters no workey; but voltage & heating grid OK?

OK, I have spent the better part of today (last day vacation) trying to fix the wifes heated seats. After reading the info. in TSN archives & even viewing the Townsend site info. I took drivers seat out, lower cover off, & found a broken wire in the grid. Soldered the wire, entire seat grid (seat & back) reads 0.0 ohms continuity with digital Voltmeter. This reading is with both grids plugged together, read yellow wire to ground.
Checked plug coming to floor. FYI 90 model has dash mounted rheostat control for drivers seat. With ignition on, yel/wht wire has 12V, blue wire reads about 6v, black wire has good ground to car frame.
STILL THE *^$@$*^ SEAT WILL NOT HEAT UP !
When I adjust the rheostat, position 0 gives no voltage, and all positions
1,2,3 give 12v on the yel/wht wire at the floor plug.
Townsend says pull rheostat & check across terminal plug for various continuity & voltage. However I do not know how to get the switch out of the dash. I pulled the LH speaker cover, but you (I) can not see any connection to the rheostat from there. Further even checked the ohms of the temperature switch in the seat, and at room temp it reads 1200 ohms,
with Townsend saying 1100 ohms.
HELP! Seat heating experts, come in!
