There is another possiblity, as I think about it. The knob on the controller is just a rotary switch. This switch selects three different resistors that are part of the temperature select circuitry. If the switch contacts are dirty, that would affect the temperature selection. Many years ago I drew up a schematic of the seat heater controller, but I have no idea where it's gone. That would tell me if a poor connection at the switch would tend to drop the temperature. It might not - can't remember.
So if all else fails, pop the switch out of the dash. You can remove the switch face - just press in the tabs at the front of the switch. You'll then see the switch mechanism, and you can clean it with a little contact cleaner. Can't hurt.
That 160 ohms to ground is not good. You can't get more than a little over a watt of power (and therefore heat) at the typical 13.5 volts of a running car. And about 90% of that heat would be in the bad connection. So since the seat gets warm and kicks off in a minute or two, I'd say that you probably have a decent connection there. Remember, both the seat heating element AND the sensor are tied together on the low side, and one wire runs out to the ground point. So if the ground point is bad, this will screw up the reading back at the controller.
As you can see, a few years back I had a problem with a seat heater controller, and went *waaay* over the top in tracking it down.
