...or else, a starter or starter solenoid or starter switch problem.
Has someone by any chance added a bolt-on cable end to either positive or negative cable? They are notorious for getting bad corrosion under the bolt-down plate, sometimes almost invisible, to the point of not passing current. And the cables can be corroded internally (usually positive one if I recall).
Try wiggling your cables. Also try whacking the starter, if you can get the butt end of a 2x4 chunk down between things to make contact with it. (Hitting end of 2x4 with a hammer might jar a stuck solenoid.)
Also try wiggling the ignition key around.
A new battery should come to you nearly fully charged and so the problem still persisting means, put on hold any doubting your charging system.
