The recirc. "solenoid" is basically a vaccum servo that opens and closes the trap door on passenger side. Sometimes the check valve on the vacuum reservoir is also a problem. I took some very fine craft wire from Hobby Lobby, and threaded it through the vacuum line that goes from the firewall to the vacuum tank. Then threaded some more of the same size vacuum line onto the wire, and pulled it through -- there is the inner fenderwell that it passes through and I did not want to try to push it through so the pull method worked great -- butter up the line so it slides through easily. One of the lines is easy to replace but be careful on the firewall as the nipple is plastic and you do not want to break it off!
The vacuum lines inside the engine compartment are the ones that are prone to failure from the underhood temps and oil -- I would not mess with the dash switched lines(anything inside the car) unless you are sure that they are toast. Vacuum lines to the pedal switches for the cruise control can be leaky as well, but most of the time it will be the line that is coming through the firewall on the drivers side that is compromised.
