no idling for 1 to 2 min is fine, if you can run up the rpms before for 5 min then drop it down for the 1 or 2 mins to let them pull it in will work. all your doing when idling 3000 rmp s is cooking the catalytic converter so it gets super hot, when the car drops in idle for the first 5 min after the 3000 rpms revv the cat will be the hottest it will ever get, having a smog test done when the cat is super hot will pass no matter how old the cat or bad the cat is. however if the car sat and idled for the 1 to 2 min sitting behind an old car it would do nothing but pump your system full of their old monoxide inevitably failing your car because the only time your car would have to vent its system would be in the bay getting tested. super hot is what your looking for passing a bad catalytic converter
