you don't say what state you are in? The interesting thing to me on your numbers is that NOx is usually LOWER on the 25 mph dyno and not higher than the 15mph figure. Almost certainly your issue (assuming you have already done a through tune up with new NGK plugs gapped properly, rotor, cap, and air cleaner) will be solved with a new Cat. Use a good quality one, flow master is one. I just got ones welded into a couple of c900 for $225 plus tax each. All in all a good deal. I usually go with the bolt ins but they have gotten expensive.
Remember that your car has higher compression than the turbo, so it will can be more prone to NOx issues, doing the 15/25 dyno run the Turbo is really loafing along and not boosting at all.
The Cat needs to be sized correctly for your car in order for it to get warm enough to do it's job, and yet not be too warm.
