Gone though that also with my 91 900NA. Same problem; high NOX. The suggestion from one poster is correct, that the best way is to rev up the engine to pre-heat the cat. Sitting idling will cool it down too much for a good reading if the cat is getting weak. Problem is that this can only be done by the smog technician and he has to follow the rules or potentially loose his license. So talk to him in advance and see what he can do.
When I had my problem, I also got one of those new cats on e-bay ($75). Did not help that much with the problem. The cheaper cats use a lot less platinum and therefore have much less mass to keep warm than the OEM cat. So even though the available surface will be fresher, it the cat cools down faster during idle, you still will have the same problem.
I went to a speciality shop recomemeded by the state and they passed it but I don't know how, probably doing exactly what the other poster suggested. Will soon find out since I will be due the end of this year for my 2-year smog inspection.
