need help...no start delay

I need help with this... I've had this problem for some time, but now it seems to be getting worse. it's an '85 turbo and as long as it's been sitting, it starts and runs great...as soon as I shut it off it won't start again for at least 5 minutes, now it seems to be taking longer, sometimes much longer... I need to leave it run if I'm pumping gas or running in somewhere, otherwise I'm stuck for who knows how long...
This is some of what I've seen under no start conditions... I have spark (seems weak)... I can hear the fuel pump... the injectors are getting some voltage when I crank the engine ( only about 9 volts, but it should be enough... Changed the ECU and the system start and fuel pump relay's... no difference... After about 5 minutes I can hear the Ign. amplifier on the fender click and then the car would usually start, but lately that's no guarantee.
At this point I'm just not sure where to look, I'd appreciate anybodys thoughts. I used to be able to deal with the "5 minute delay" but I would really like to find the solution.
