Well, if the body is actually rust free, most of the rest is fixable. The most problematic thing is fixing rust. It would probably not cost too much ($100 give or take) to get it looked at by and independent saab tech and get an inspection report so you know where you are at. Then you could fire that report back to the place you bought it from and maybe get some $$ back. Might be too late though (better to do a pre-purchase inspection). I'm not sure how much you can do with legal action...
If it is actually rust free though, it is worth fixing by someone. If you have a little space and time and are somewhat interested, you can buy a Bentley manual and a few tools (metric wrenches, torx driver set etc - all this is outlined at the front of the Bentley) and jump in to the easy stuff. Unscrewing the metal sill plates/trim at the doors and looking under the carpet for signs of rust would be a great first project!
I would encourage any new owner of a c900 at this point to become mechanically aware. I can't imagine owning any 25+ year old car and not having some involvement in it mechanically - age can cause little surprises! (or big surprises if you aren't in tune with the car)
